Russia to Prepare Hard-to-Recover Oil-Tax Incentives by Spring

Russia, the world’s biggest energy exporter, will consider tax proposals to stimulate output of hard-to-recover oil next spring, according to a document published today.

Prime Minister Dmitry Medvedev ordered the Finance Ministry and “other interested government agencies” to prepare tax-code amendments for submission to the Cabinet in February and to lawmakers in March, according to a plan published on the government’s website.
