Loughner Found Competent by Judge, Has Signed Guilty Plea

Jared Lee Loughner, charged with killing six people and trying to assassinate U.S. Representative Gabrielle Giffords last year, was found mentally competent by a federal judge in Tucson, Arizona, and has a signed guilty plea.
