U.K. Stocks Decline; Royal Bank of Scotland, Lloyds Retreat

U.K. stocks declined as Royal Bank of Scotland Group Plc and Lloyds Banking Group Plc (LLOY) fell.

The FTSE 100 Index lost 0.2 percent to 5,895.84 at 1:15 p.m. in London after earlier rising as much as 0.3 percent.
