U.S. House Republicans voted to change the way highway funds are distributed, giving the Appropriations Committee the right to halt spending for highway repairs and construction.
The rule is meant to keep the Highway Trust Fund from spending more than it’s bringing in, Brendan Buck, a spokesman for the Republicans that proposed the change, said in an e-mail. The rule also prohibits money collected from the federal gas tax from being spent for anything other than transportation projects, he said.
