EU Nations Set to Pass Rules Allocating CO2 Emissions Permits After 2012

European Union members are set to approve rules today for giving away carbon dioxide emission permits after 2012 to oil refiners, metal manufacturers and other industries in the world’s biggest cap-and-trade program, an official who attended an EU meeting in Brussels said.
