Spain’s Zapatero to Explain State of Emergency, Ser Reports

Spanish Prime Minister Jose Luis Rodriguez Zapatero will appear before congress on Dec. 9 to explain the state of emergency declared yesterday by the government in connection with an unofficial strike by air traffic controllers, Cadena Ser said on its website, without saying where it got the information.
