Rosneft Plans to Complete Far East Oil Refining Complex by 2016

OAO Rosneft, Russia’s largest oil producer, plans to complete a refining complex at the end of a pipeline across eastern Siberia to the Pacific coast by 2016, said Yuriy Kasyuk, the head of the project.
Rosneft may look for a partner for the plant, Kasyuk said today at the World Refining Association conference in Barcelona. The site at Nakhodka in the country’s Far East is currently being prepared, Kasyuk said, declining to give the planned capacity.
The facility will be able to process 20 million metric tons of crude a year, or 400,000 barrels a day, and may cost $14 billion, Sergei Darkin, governor of the Primorsky region where the plant will be located, said last year.
