Russia’s Prokhorov Plans Phone Operator Using QIP Technology

Russian billionaire Mikhail Prokhorov’s OAO RBC Information Systems is seeking to create an inexpensive phone service based on Quiet Internet Pager technology that could take incoming calls.

“We have all the necessary infrastructure to offer such a service, apart from number capacity,” Mikhail Gurevich, general director of RBC’s Mediamir unit, said by phone today. Talks are under way with a number of operators on the use of some of their unassigned numbers, he said.

QIP is a program that allows calls and instant messaging via the Internet.

Mediamir, which aims to use the technology for wireless and fixed-line communications, is holding talks with mobile operator Sky Link about using some of its numbers to make and receive calls via QIP, Kommersant reported today, citing an unidentified person close to Prokhorov’s Onexim Group.

There are about 10.2 million users of QIP in Russia, more than the subscriber base of many phone operators, Kommersant said.
