FTSE 100 Index Declines; Shire Shares Lead Benchmark Lower After Downgrade

U.K. stocks declined, with the benchmark FTSE 100 Index dropping 0.4 percent to 5,291.76 as of 8:31 a.m. in London.

Shire Plc retreated 4.2 percent to 1,428 pence.
