China Drafts Alternative Energy Development Plan, Securities News Reports

China has drafted a development plan for alternative energy that includes a model alternative energy base in the northwest Xinjiang region, the Shanghai Securities News reported, citing Zhang Guobao, vice chairman of the National Development and Reform Commission.
