With no tax on income, capital gains or net corporate income, Wyoming makes up the difference in property taxes, levying the second-highest amount per person in the country, according to the Tax Foundation. Wyoming ranks No. 49 among the states on its gas taxes, which come out to 14 cents per gallon, and No. 48 on state spirits excise tax rates.
