Beer is integral to Wisconsin's industrial and cultural history, so the state tax on the beverage is among the nation's lowest. The cigarette tax, however, is seventh-highest in the country, at $2.52 per pack, according to the Tax Foundation. The state also features relatively high property taxes. Governor Scott Walker, facing a possible recall election in 2012, made changes to property taxes that may lower some residents' taxes.
