Fisker Automotive, a Delaware company working on a highly anticipated clean-technology vehicle, abandoned its plans and cut 160 jobs last month. The reason: cutbacks in the Department of Energy's loan program. Those 160 people join the 7.3 percent of the state's population that is unemployed. Unemployment insurance doesn’t go far, covering about 30 percent of income. The number of people employed here rose just 0.32 percent for the 12 months that ended in March.
