A temporary rise in the sales tax is set to expire in mid-2013 after helping Vermont climb out of a budgetary hole. Vermont is one of 13 states that tax Social Security income. Its drivers will pay more taxes at the gas pump if the price of oil continues to rise. The state's gas tax is based on a percentage of the purchase price rather than a fixed amount based on the number of gallons purchased.
