Texas can afford not to levy income tax on individuals or corporations partly because it earns so much revenue from its tax on natural resources taken from the ground. Oil and gas drilling contributed more than $3.6 billion in 2012 revenue, up from $2.6 billion in 2011. Texas gives a lot back in aid to corporations, with incentive giveaways coming in at around $19 billion per year. Texas is one of four states with a legislature that meets every other year; its legislature is in session in 2013.
