Arkansas has the second-lowest state and local revenue per capita, according to the Tax Foundation. The vast majority of revenue comes from sales tax and income tax, according to Census data. The state cut taxes further for the 2012 fiscal year and in July reduced sales taxes on groceries and taxes on the utility bills of manufacturers. In 2011, the state enacted a so-called Amazon law, which requires the retailer to collect sales taxes on residents' purchases. The online retailer responded by terminating its relationships with sales affiliates in the state.
