Rhode Island

Top income tax rate: 5.99%
Sales tax: 7%
Property tax per capita: $2,083
Estate tax: 0.8% to 16% with a $910,725 exemption

State officials are looking forward to a revenue boost estimated at $1 million from taxes on medical marijuana dispensaries. Rhode Island overhauled its income tax in 2010. It decreased the tax rate, from 9.9 percent to 5.99 percent, and eliminated an optional flat-tax rate. When state revenue took a hit, the governor pushed to expand the number of items covered by the sales tax to include such transactions as digital downloads and tours. A year after a so-called “tourism tax” was put in place -- a 7 percent sales tax on package and sightseeing tours -- lawmakers repealed it in July 2012.
