In 2011, a state commission recommended a local fee on gas drilling activity, which was enacted in 2012. The most recent budget, however, passed with no new taxes and a 3 percent cut in spending statewide. The proposed budget does include several provisions that call for the enhanced enforcement of all taxes. That would include the authority to attach the bank accounts of delinquent businesses.
