Oklahoma's economy grew enough to trigger a decrease in income tax: The top rate was lowered from 5.5 percent to 5.25 percent for 2012. Even though attempts to further lower the top income tax rate failed last year, Governor Mary Fallin again proposed a top income tax rate decrease, this time from 5.25 percent to 5 percent. The combined state and local sales tax rate of 8.67 percent ranks Oklahoma fifth among states.
