North Carolina

Top income tax rate: 7.75%
Sales tax: 4.75%
Property tax per capita: $902
Estate tax: 0.8% to 16% with a $5.25 million exemption

For the first time in a century, North Carolina’s executive and legislative branches are both controlled by Republicans. Newly elected Governor Pat McCrory and the legislature are pushing to eliminate the state’s income tax in favor of a higher and broader state sales tax. That tax would be extended to groceries, medical expenses and services such as haircuts, housekeeping and lawyer’s fees.
