The state with one of the highest state-local tax burdens in the country lost a net 1.3 million people from 2000 to 2010, worth $45.6 billion in income. The recently passed budget extends a higher tax on top earners (and cuts for couples earning less than $300,000) that was levied in 2011 and scheduled to expire in 2014. About $1.1 billion in tax cuts and credits to businesses and middle-income families, to be phased in by 2016, will be paid for in part by the extension of that surcharge on couples earning more than $2 million.
