Montana is one of four states that experienced a double-digit drop in tax receipts in 2010. The most recent fiscal year is looking much better as Montana heads into 2012 with no projected shortfall. The state budget is helped by a relatively high income tax. Montana is among the 13 states that tax Social Security income, according to Bloomberg BNA.
