Governor Bobby Jindal recently shelved his tax-swap proposal to eliminate the state income tax while broadening the sales tax and raising the tobacco tax, among other things. He still wants to eliminate the income tax but isn't tying that goal to new revenue sources. In 2012, Louisiana moved back into the top five in “severance tax” income -- tax paid on natural resources taken from the ground -- collecting almost $886 million. Its combined state and local sales tax rate of 8.87 percent is the third-highest of the states.
