Kansas Governor Sam Brownback is working to abolish or limit the state's income tax. Kansas is one of 13 states that tax Social Security income; an exemption applies to Social Security income received by taxpayers with annual federal adjusted gross income of $75,000 or less. In July 2010, the state's sales tax rose from 5.3 percent to 6.3 percent, a rate expected to decline to 5.7 percent in July 2013. Kansas does not provide a sales tax break for groceries.
