No. 6: J.P. Morgan Securities

Total Settlement: $51.1 million
Disgorgement: $43.5 million
Penalty: $7.6 million

This settlement was part of a larger investigation into fraud in the municipal bond market. J.P. Morgan Securities agreed to pay $177 million to the Justice Dept. and other authorities to settle criminal charges. The SEC alleged that New York's J.P. Morgan Securities was able to win bids by getting an illegal look at the bids of competitors.
