Illinois residents are finally feeling the full effect of the state’s personal income tax increase to 5 percent after the federal payroll tax reduction expired at the beginning of the year. Tax evaders beware -- citizens can blow the whistle on tax fraud (except in income tax cases) more easily in Illinois than in other states by filing what’s called a qui tam action under the state’s False Claims Act. Successful qui tam plaintiffs can receive from 15 percent to 30 percent of the tax award.
