Foreclosure Epicenter

As property, sales and business tax revenues decline and crime rises, Stockton's chance of boosting its economy by getting companies to relocate there shrinks. The city saw home construction soar during the boom years from 1998 to 2005, only to fall precipitously and become a foreclosure epicenter when the boom turned to bust.
