THE 10% RULE
Accept a top percentage of students at each high school into public colleges, vs. previous plans that applied percentages statewide.
"WHOLE PERSON" ADMISSIONS
Admit students based on everything from after-school work experience to socioeconomic background, not just test scores.
Push Congress to boost financial aid for needy students, who are disproportionately minority.
Pull nonprofits that help minorities under one umbrella for better outreach and to pool aid for potential college students.
