MODERATION IS WHAT KEEPS BRAZIL MOVING (int'l edition)

"Brazil's new look" (European Cover Story, May 4), which depicted Brazil as a promising and sounder economy, was compelling. Through many ups and downs and at different paces, the country's growth has been relentless. But favorable fundamentals, though essential, are not enough for sustainability. What assures Brazil's position as a prosperous nation is its historic antiradicalism, its deep-rooted aversion to radical political mutations.

Profound political and economic changes bring about financial turmoil, lack of confidence, social unrest, and uncertainty. The former Soviet Union and some Asian countries are examples. But in Brazil, despite all its peculiarities, moderation will prevail as it has always prevailed.
