WHY PAY FOR PERFORMANCE WON'T MAKE THE GRADE

Your article "Bad marks for pay-by-results" (Economic Trends, Sept. 4) is amusing indeed. Is there anyone who really thinks that a test program that uses performance-based incentives to compensate teachers, and that is implemented by educators, has a chance of working?

The current calcified and inflexible infrastructure of America's educational system evolved over many decades under the leadership of people who, for the most part, believed that there was something inherently wrong with competition and monetary reward for performance in the classroom. Change the management team and the structure of each school system, develop a community culture that is based on solid test criteria over time, and maybe then the teachers and parents will begin to have more confidence in performance-based compensation.
