TYSON: TRADE HONCHO?

Since Robert E. Rubin became Treasury Secretary, the National Economic Council he headed has languished. To inject some pep into the somnolent NEC, Director Laura D'Andrea Tyson is seeking to assert control over U.S.-Japan trade policy. Her goal: More pressure to open Japan's markets.
