HERE COMES JACQUES DELORS
-- Jacques Delors seems ready to launch a bid for France's presidency--perhaps on a Dec. 11 TV show. French Socialists from President Franois Mitterrand on down are backing the retiring head of the European Commission as their only credible candidate. The moderate, religious Delors has clean hands in an era of almost daily revelations of corruption.
The scandals initially mainly tainted the Socialists, but now they are hitting the right as well--hurting the candidacy of Prime Minister Edouard Balladur. He and Delors are now even in polls. The conservatives are pushing to hold France's first primaries in January, so as to choose between Balladur and his Gaullist rival Jacques Chirac and avoid a split in April's voting.STANLEY REED
