AN UMPIRE FOR USAIR'S LABOR TALKS

A DAY AFTER ANNOUNCING A huge third-quarter loss on Oct. 24, USAir called on former Virginia Governor Gerald Baliles to salvage labor negotiations. Cost-cutting talks with the carrier's powerful pilots' union had broken off two weeks ago, after USAir announced plans to reduce its fleet.
