Washington Outlook: CAPITAL WRAPUP

THE ADMINISTRATION

The Energy Dept. is jealous that Commerce Secretary Ronald H. Brown is hogging so much media attention as the Administration's top rainmaker for U.S. business. So, not to be outdone by Brown's recent high-profile trip to China, Energy officials are going all out to publicize a Sept. 21-25 trip to Pakistan by Energy Secretary Hazel R. O'Leary.
