The White House and Congress are all but pulling the plug on health-care reform this year. But pro-reform activists are regrouping. Unions, seniors, and consumer advocates will mount a new push next year. But Capitol Hill leaders wonder if they can rally members so soon after this year's fiasco. A few are still trying to resuscitate reform: Senators Bob Graham (D-Fla.) and Mark O. Hatfield (R-Ore.) are unveiling yet another compromise to make insurance easier to buy and give states more freedom to design health-financing plans. Senate Leader George J.
