Washington Outlook: Capital Wrapup

Business predictions of a prolabor tilt at the National Labor Relations Board in a Clinton Administration are proving out. Since former Stanford University law professor William B. Gould IV was confirmed as NLRB head in March, the board has gone to federal courts 47 times to reinstate fired workers in labor disputes, vs. 42 such actions taken in all of 1993. Gould also wants to let workers vote by mail on whether to form collective-bargaining units. He has shelved the idea for now, after business groups, fearing mail ballots could revive flagging union membership, threw a fit.
