Washington Outlook: Capital Wrapup
Shippers say the U.S. Coast Guard will force them to end shipments of imported oil to the U.S. if the Administration enforces a law boosting vessel owners' liabilities for oil spills and requiring shippers to carry insurance cards to prove they have coverage. The Office of Management & Budget is expected soon to let the Coast Guard issue the regs under the Oil Pollution Act of 1990, passed after the Exxon Valdez spill. But to kill--or soften--the rules, shippers say they won't provide the data needed to complete the permits. The Coast Guard would ban undocumented tankers from U.S. waters.
