International Outlook: Global Wrapup
The wrangle over allowing Austria, Finland, Norway, and Sweden to join the European Union has turned into another setback for British Prime Minister John Major. He blocked the entry for two weeks because it would dilute British veto power over workers' rights and other social measures he opposes. But he ended up getting only minor concessions. Now, his standing is even lower in Britain, and some members of Parliament from his own Conservative Party are openly calling for his resignation.
