The Conference Board's index of consumer confidence is forecast to rise to 83.2 in February, unchanged from its January reading. That's the median forecast of economists surveyed by MMS International, a division of McGraw-Hill Inc. The icy weather has kept consumers from shopping, but it hasn't dulled their optimism about the economy.
