Washington Outlook: CAPITAL WRAPUP

TIMBER

The forest-products industry fears there's little substance to a plan to end a legal logjam that has drastically curtailed the timber harvest in the Pacific Northwest. Administration officials struck a deal with environmental groups that would allow the cutting of 200 million board feet of lumber in the next few months--if the trees are taken in ways that don't hurt the endangered spotted owl. But the groups still have to approve the specific areas where logging will resume. "I don't think we're going to get as much as a toothpick," grumbles Mark Rey of the American Forest & Paper Assn.
