On Dec. 2, President Bush settled a dispute between the Agriculture and Health & Human Services Depts., allowing the Administration to unveil long-awaited food-labeling rules. Over Agriculture's objections, the rules require labels to specify how much each food contributes to a day's recommended fat and sodium intake. They also set strict definitions for terms such as "light" and "low-fat" and will require food companies to spend about $2 billion redoing all labels by May, 1994.EDITED BY HARRIS COLLINGWOOD
