Washington Outlook: Capital Wrapup


Six former Soviet republics, including Russia and Ukraine, probably thought they were doing Washington a favor by selling it uranium at a steep discount. But U.S. uranium miners, processors, and their unions didn't think so. Their dumping complaint forced the Commerce Dept. to require the six to post bonds of 116% of the sales price of the reactor fuel, pending a final ruling. The former republics have said they want to clear the matter up by negotiating a price increase with the Commerce Dept. before the final ruling is issued in mid-October. But it won't be easy. "They don't have a very good understanding of our legal processes yet," notes a Commerce official.Edited by Stephen H. Wildstrom
