Washington Outlook: CAPITAL OUTLOOK

Although a number of top Republican consultants have declined offers to join Ross Perot's undeclared Presidential campaign, the Texan is still talking with one big GOP name--Edward Rollins. There's no love lost between Rollins and President Bush. The GOP operative worked for rival Jack F. Kemp in the 1988 Presidential campaign. And in 1990, Rollins, then head of the GOP's congressional campaign committee, urged GOP House candidates to run against Bush's budget deal with Congress. One source says Perot has been "dangling millions of dollars under his nose." So far, Rollins has resisted. He doesn't want to burn his bridges to the GOP. And his wife, former ABC executive Sherrie Rollins, heads the White House Office of Public Liaison.EDITED BY STEPHEN H. WILDSTROM
