Capella University (, an accredited online university*
that has built its reputation by providing high quality online degree programs
for working adults, has announced that five Capella online doctoral students
have been chosen as Presidential Management Fellow Program (PMF) finalists.
This prestigious federal leadership development program is designed to attract
the nation’s best advanced degree candidates into government service and
prepare them for leadership positions. There were more than 12,100 applicants
for the 2013 program, from which 663 finalists were chosen.

The Capella University students chosen for the program include:

  *Shane Charbonnet, a third-generation war veteran earning a PhD in
  *David Dean, a veteran earning a PhD in Public Safety
  *Courtney Jacobs, a Department of Homeland Security employee earning a
    Doctor of Business Administration
  *Wesam Mahmoud, a former Marine who earned an MBA from Capella while still
    in active service and who is now earning a PhD in Psychology
  *Preston Rich, a leadership development and IT consultant earning a PhD in
    Organization and Management

Only finalists are eligible to receive salaried, two-year appointments to
designated PMF positions within the federal government. These positions
feature challenging work assignments designed to promote leadership and
strategic-thinking skills; one or more development assignments and rotational
opportunities; career development activities; and 160 hours of training on
leadership, management, policy, and other topics.

scholar-practitioner,” said PMF finalist Rich, an Air Force veteran who served
two tours in Desert Storm and now owns his own consulting business. “Other
programs I evaluated before I chose Capella focused solely on theory, while

a difference in the world after graduation. When I finish my requirements this
year, I feel that I will be ready to tackle any obstacle and to make a
difference in this world. Being a PMF will further my leadership journey and
allow me to learn more about how I can use my expertise to help the nation
through government service and leadership.”
