Balfour Beatty Infrastructure Part of Design-Build Team Selected as Best
Value Bidder for $798 Million Dallas Horseshoe Project
DALLAS -- November 19, 2012
Balfour Beatty Infrastructure, Inc., an industry-leading civil engineering
contractor, has been selected by the Texas Department of Transportation
(TxDOT) as part of a team to work with joint venture partner Fluor Corporation
on a major design-build project in Dallas, Texas.
The selection of the Pegasus Link Constructors LLC joint venture is estimated
by TxDOT to be worth approximately $798 million. The scope of work calls for
upgrading and replacing the I-30 and I-35E bridges that cross the Trinity
River, building additional lanes, as well as constructing the previously
designed Margaret McDermott bridges. The project is dubbed the “Horseshoe
Project” due to its U-shape.
TxDOT is utilizing design-build project delivery which will result in a
shorter construction schedule and lower overall cost. Design work is scheduled
to begin in early 2013 and be completed in 2017.

Pegasus Link Constructors is a joint venture between Balfour Beatty
Infrastructure (45%) and Fluor (55%). The team will include the services of a
number of firms including: Parsons Brinckerhoff (lead designer), AECOM
(design), Transfield Services North America, American Bridge Company, Raba
Kistner Infrastructure, Kleinfelder Central, K-Strategies Group, Pinnacle
Consulting Management Group, STL Engineers, MBK Engineers, Surveying and
Mapping, Maldonado-Burkett Intelligent Transportation Systems, Rios
Engineering, EJE, IEA, Aguirre & Fields, David Mason & Associates of Texas and
AMEC Environment & Infrastructure.
