xG TECHNOLOGY EXTENDS LEADERSHIP IN COGNITIVE RADIO INNOVATION

Self Organizing Network Technology in Licensed, Unlicensed and White Spaces
                                 Frequencies

Sarasota, Fla., November 12, 2012 - xG® Technology, Inc. ("xG" or the
"Company") (AIM: XGTU.L, XGT.L), the developer of a portfolio of wireless
communications technologies, including cognitive radio networks, today
announced that it has been granted two new patents on Self-Organizing Networks
(SON). The inventions contained in these patents dramatically simplify and
significantly reduce the cost related to the deployment and operation of
wireless networks used in a variety of applications, including commercial
cellular and rural broadband systems. They also cover the use of real-time
cognitive sensing technology to enhance the performance of wireless networks
that must rely on spectrum databases, such as those currently used with TV
white spaces. Further, these inventions enable network infrastructure (base
stations) to be fully mobile, which is ideal for those situations encountered
by public safety, homeland security, and military entities during disaster
response and recovery operations like those faced in the aftermath of
Hurricane Sandy.

These patents continue xG's record of developing intelligent technology that
increases the efficiency and performance of wireless networks. The explosion
in mobile broadband data requires networks that can deliver network capacity,
coverage and quality - while minimizing costs. Self-Organizing Networks can
enhance the total performance of networks by lowering installation and
management costs, while eliminating the need for manual configuration of
frequency planning via built-in automatic configuration and optimization
algorithms.

"As wireless networks proliferate, get more complex and face diminishing
spectrum resources, cognitive radio technology will play a larger role in the
industry's next-generation mobile broadband infrastructure", said Fanny
Mlinarsky, President and Founder of octoScope. "The challenge of managing
channels and dynamically shifting capacity among cell sites in real-time will
require wireless systems to "self-engineer" and "self-optimize" as described
in these patents. Also, because the FCC and other regulatory bodies around the
world have indicated that spectrum databases are the preferred mechanism for
controlling shared frequency allocations, xG has secured significant and
potentially highly valuable IP in these granted patents".

Additionally, when the self-organizing technologies in these patents are
applied to expeditionary and emergency response systems, they enable the
network itself to be mobile and support "comms-on-the-move". This technology
addresses a major capability gap for military, homeland security and public
safety organizations, since current commercial and DoD solutions do not
support true on-the-move networks.

These newly granted patents underscore the Company's increasingly valuable
Intellectual Property (IP) portfolio as well as its growing leadership in the
rapidly expanding cognitive radio field. A recent New York Times article
featured xG as a company "developing technology that could change the whole
spectrum game by using radio frequencies more efficiently".

"The real-time sensing technology embodied in our xMax cognitive radio
networks enables xG to deliver innovative technology and capabilities such as
those included in these two granted patents", said Joe Bobier, CTO of xG. "The
inventions covered in these patents will enable xG to offer its customers
self-organizing and self-optimizing wireless broadband solutions. These
technologies can be used to improve the throughput and performance of wireless
broadband systems deployed in licensed and unlicensed spectrum, including
database-controlled frequency bands like TV white spaces or any others that
are allocated in the future".

As of the date of this release, xG's United States patent portfolio includes
40 patents granted, with an additional 24 applications patent pending. The
Company's foreign patent portfolio totals 145 patent matters (issued and
pending).

ABOUT xG TECHNOLOGY

xG Technology is a leading developer of innovative and disruptive
communications technologies for wireless networks. Its patented intellectual
property portfolio covers a broad range of applications, including smart
wireless networks that can help address the global wireless spectrum crisis
through advanced technology. xG is commercializing some of these technologies
to create xMax, the world's first carrier-class cognitive (i.e. smart) radio
network. The Company's technology provides ways to significantly increase the
efficient use of spectrum, allowing network operators to offload existing
voice or data traffic, reduce dropped calls, and enhance network capacity for
their customers. xMax's standards-based IP architecture minimizes network
deployment, management and operational costs while simplifying the delivery of
high quality fixed and mobile voice and data services. xMax can enhance and
extend any wireless network, and provides an economical last mile solution for
hard to reach customers and devices. Using field-proven technology, xMax
enables the delivery of mobile broadband services to consumers, agencies and
enterprises worldwide in both licensed and free unlicensed bands. Based in the
