CYBeR-CARE Signs Letter of Intent for a Joint Venture to Sell

 and Manufacture the Company's Electronic
Housecall Systems in Asia

BOYNTON BEACH, Fla.--(BW HealthWire)--Feb. 2, 2000--CYBeR-CARE
(Nasdaq:CYBR) today announced that it has signed a letter of intent to
form a joint venture with SIIC Medical Science and Technology (Group)
Limited (Hang Seng: 8018) (SIIC Medical), a publicly owned subsidiary
of Shanghai Industrial Holdings Limited (Hang Seng: 0363) (SIHL) with
a plan to market and sell, over the next four years, more than 60,000
of the company's Electronic Housecall Systems (EHC), a patented
Internet-based technology that allows health care providers to
remotely monitor individuals, in Asia. The proposed joint venture
territory excludes Japan, Taiwan, Australia and New Zealand.
Discussions are under way to prepare final documents for execution
within 60 days from the date of the letter of intent. 
Under the letter of intent, CYBeR-CARE is expected to license a
subsidiary of SIIC Medical to manufacture the EHC systems for delivery
to joint venture customers in Asia as well as to CYBeR-CARE customers
in the United States. CYBeR-CARE will be paid a licensing fee for each
unit produced. 
CYBeR-CARE will establish network facilities within Asia to
support remote patient monitoring using the EHC products, and will
retain the networking fees from the machines sold. 
SIHL, a conglomerate with interests in numerous companies and
whose parent company is the sole "Window" company of the Shanghai
Municipal Government in Hong Kong, is a major component of the Hong
Kong Stock Exchange Index and owns a majority interest in SIIC
Medical, a marketer of Chinese natural medicine and medical products
throughout China.
